Opportunity Information: Apply for DOS UG PAS FY20 2

The U.S. Embassy Kampala Public Affairs Section (PAS), under the U.S. Department of State, is seeking Statements of Interest (SOIs) for its Annual Program Statement under funding opportunity number DOS-UG-PAS-FY20-2 (CFDA 19.040, Public Diplomacy Programs). The overall aim is to fund public diplomacy projects that strengthen cultural ties and people-to-people connections between the United States and Uganda. Programs are expected to highlight shared values, promote bilateral cooperation, and include a clear element of U.S. culture, history, and/or shared values. Strong concept notes are also expected to show some connection to U.S. experts, organizations, or institutions, with the idea that the relationship-building and mutual understanding continue beyond the life of the grant.

This opportunity uses a two-step application process. Applicants first submit an SOI, which is a short concept note (one to three pages) rather than a full proposal. PAS reviews these SOIs and then invites selected applicants to develop and submit full proposals. Proposals are accepted on a rolling basis and reviewed periodically, with reviews noted for July 8, 2020 and August 10, 2020. The Embassy indicated it would accept submissions through August 7, 2020, and projects are expected to start before July 1, 2021, subject to funding availability. Proposed activities should generally be completed within one year or less.

PAS is open to a range of program ideas, but it lists specific priority areas it intends to favor. A major emphasis is on cultural projects that engage the public, especially youth, to bridge cultures and encourage the free exchange of ideas. Examples include writing workshops, artist collaborations, theater or storytelling clubs, traveling productions, and dance or sports performances or competitions. Within the cultural category, the Embassy highlights a particular interest in film-related cooperation between the United States and Uganda, and suggests activities like screenwriting workshops, film production training, screenplay or short film competitions, and screenings paired with facilitated discussions of U.S. and Ugandan films. Beyond arts and culture, PAS also prioritizes projects that expand educational opportunities in STEM, entrepreneurship, critical thinking, and debate; support freedom of speech and expression (including civic education); strengthen independent media through media literacy and training; encourage informed participation in democratic processes; promote economic growth and entrepreneurship for marginalized women and youth; advance inclusive social development by empowering women and girls and supporting women in governance; engage underserved groups, including persons with disabilities, through creative, educational, and entrepreneurial activities; promote tolerance and peace through dialogue; support sustainable policies and grassroots environmental advocacy (notably air quality and wildlife conservation); and build community resilience to extremism by preserving or promoting traditional cultural practices that reinforce stability and peace.

The announcement also clearly states what it will not fund. Ineligible activities include partisan political programs, charitable or development work, construction, activities supporting specific religious practices, fundraising campaigns, lobbying for particular legislation or programs, scientific research, projects primarily focused on growing the applicant organization itself (rather than delivering a public-facing program), and programs that duplicate existing efforts.

Funding is expected to total about $250,000 across roughly five to ten awards. Individual awards can range from $5,000 to $50,000 (with $50,000 as the ceiling and $5,000 as the floor). Funding instruments may include grants, fixed amount awards, individual awards, or cooperative agreements. The cooperative agreement option matters because it signals a higher level of Embassy involvement during implementation compared to a standard grant. Cost sharing is not required, though applicants may propose it if they wish.

Eligibility is limited to non-commercial applicants. Eligible applicants include registered not-for-profit organizations (including NGOs, civil society groups, and think tanks) with relevant programming experience, individuals, non-profit or governmental educational institutions, and governmental institutions. For-profit or commercial entities are explicitly not eligible.

Submission is by email to Kampalagrants@state.gov. The SOI must be in English, and budgets must be shown in U.S. dollars. The required SOI document (no more than three pages) needs to include: the applicant organization name; program locations; the amount requested from PAS, any cost share (if applicable), and the total program cost; program length; a program synopsis explaining intended impact and stakeholder engagement; a clear set of objectives tied to activities, including a timeline and expected results for each objective; and a short description demonstrating the applicant’s expertise and capacity to implement the program and manage U.S. government funding.

SOIs are evaluated by a Grants Review Committee using practical selection criteria. Reviewers look for the quality and feasibility of the idea (including whether it is needed and likely to make an impact), sound program planning (a logical design with a workable timeline and activities), alignment with Embassy priority areas, and the applicant’s demonstrated capacity and past experience administering programs. Applicants whose SOIs score well are contacted and invited to submit a full proposal, with additional instructions provided at that stage. The program is authorized under the Smith-Mundt Act and funded through FY2020 public diplomacy funds.
